Procurement Manager

We are looking for a Procurement Manager to be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%. 

The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain’s railways and monitor of performance on England’s strategic road network. The rail industry is preparing for the significant change proposed in the Railways Bill, and the anticipated establishment of Great British Railways (GBR). ORR’s rail role is therefore evolving to focus on monitoring, investigating and reporting on GBR’s operational and financial performance, while continuing its core responsibilities for health and safety regulation, competition, and some consumer protection roles.

Corporate Operations leads on finance, HR, IT, security, estates & organisational changes. The ORR is relatively small, so colleagues working in this directorate have a hands-on role in daily operations & a strong understanding of how we work.

The Finance and Procurement team covers finance, procurement, business planning, in year business monitoring, oversight of internal audit and financial governance for the organisation. As a result of these activities and its position at the centre, the team works closely with all directorates within the ORR.

The Procurement Manager leads a small team and is responsible for all procurement in ORR (c.£10m per annum). The key purpose of the role is to ensure that procurement processes deliver value for money and meet business need, and that procurement processes are robust and compliant with all government guidance and legislation.
