We are looking for a Change manager for 12 months to be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%.
The Office of Rail and Road (ORR) is the independent economic and safety regulator for Britain’s railways and monitor of performance on England’s strategic road network.

Corporate Operations leads on Finance, Procurement, HR, IT, Security, Estates, H&S & Organisational changes. The ORR is relatively small, so colleagues working in this directorate have both a hands-on role in daily operations & a strong understanding of how we work as well as a role in setting strategic direction and organisation performance.
This is a pivotal moment of change at ORR. We’re ramping up delivery of an organisation wide transformation programme that will assess how our role is changing and what we need to do differently, our organisation design and organisation development including our culture, values and behaviours. This will be supported by a key enablers workstream looking at our systems and governance.
Key to any transformation programme is landing and embedding change so that they become the new normal. In this role, you will lead change across the organisation, setting direction, embedding change management tools, assessing organisational readiness, and proactively preparing the business for the impact of upcoming changes.
It’s a role full of opportunity, suited to someone who is highly motivated, delivery focused, adaptable to shifting priorities, and confident in constructively challenging where needed.
As our Change Manager, you will build strong, trusted relationships with stakeholders across the organisation. You’ll work closely with colleagues helping them understand how change (including cultural change) will affect their teams and guide them through the transition, ensuring people are ready, willing, and able to adopt new ways of working. Understanding the change landscape will be critical to help us shape and land changes across a busy organisation, this role will own the change heatmap and help the programme workstreams to co-ordinate their changes.
