Assistant Finance Business Partner

The Assistant Finance Business Partner can be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%. 

The Office of Rail and Road (ORR) is the independent economic and safety regulator for Britain’s railways and monitor of performance on England’s strategic road network.

​​The Finance team covers finance, procurement, business planning, business management, internal audit and financial governance. As a result of these activities and its position at the centre, the team works closely with all directorates within the ORR.​ 

​​​Reporting to the Strategic finance manager, this role requires the postholder to assist in providing budgeting, forecasting, planning and approval support to the various ORR directorates.  You will engage with, provide advice and guidance to finance and non-finance colleagues with opportunities to drive continuous improvement and identify efficiencies.​​ 

​​​Your key responsibilities will include: 

  • ​Supporting the Strategic finance manager to ensure high quality, accurate budgets and forecasts are produced for directors. 
  • Establishing effective working relationships with Cost Centre Managers and Budget Holders to understand their business needs and to maintain an accurate picture of estimated spend. The postholder will be expected to eventually lead finance business partnering for some directorates under supervision. 
  • ​Preparing monthly cost centre reports on actual financial data, for submission to Cost Centre Managers. Prepare other ad hoc expenditure reports as required. 
  • Responsible for salary recharge and overhead calculations, ensuring accuracy and completeness for inclusion in month end reporting. 
  • Completion of balance sheet and bank reconciliations, ensuring supporting documentation is presented each period. 
  • Supporting the development/automation of current processes in the Oracle finance system. 
  • ​Working flexibly across the finance team and to provide cover in case of absence where required.​​
