Senior Financial Analyst

We are looking for a  Senior Financial Analyst to be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%. 
 

The Economics, Finance and Markets (EFM) Directorate conducts rigorous economic and financial analysis of the rail industry. We aid the development of policy, support decision-making and hold the industry to account. We work on complex economic problems that combine commercial, public policy and regulatory considerations.

The Regulatory Finance and Benchmarking team sits within the wider EFM directorate. We develop policy, monitor and report on financial matters, and respond to requests for advice. Much of our current work focuses on Network Rail’s funding, financial performance, and delivery of efficiencies.

The rail industry is now preparing for significant change, with Great British Railways (GBR) being established to take on unified responsibility for infrastructure currently owned by Network Rail, as well as passenger services currently commissioned by the Department for Transport. As outlined in A railway fit for Britain's future, GBR will oversee day‑to‑day operational delivery, including service provision, timetabling, network access, and the operations, maintenance and renewal of infrastructure. ORR will have a key role in monitoring, investigating and reporting on GBR’s operational and financial performance.

This Senior Financial Analyst role will support the development and implementation of ORR’s financial monitoring responsibilities under rail reform. It will build on our existing work assessing Network Rail’s financial performance and efficiency and carefully consider how to transform our approach to a broader industry role. The role will also provide support across the ORR’s wider work on economics and finance.

​​In this role, you will undertake challenging analytical work, working across multi-disciplinary teams, and contributing to our reporting on the rail industry. You will engage with other government departments and the rail industry and, above all, you will be working to improve how the railways work, improving taxpayer and passenger value for money and making a positive difference to the experience of millions of people in the UK​.
