Operations Monitoring Manager

We are looking for a Operations Monitoring Manager to be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%. 

Planning and Performance holds Network Rail to account for its performance and its stewardship of the national railway network infrastructure. Railway Operations leads ORR’s work holding Network Rail and the wider industry to account for planning and delivering punctual and reliable train services, and provides expert Operations leadership, advice, guidance and support to functions across ORR. As Rail reform changes industry structure, the purpose of the team will develop to include whole system monitoring of GBR’s operating activities and providing capability for ORR’s statutory appeals functions.

This is an exciting time to join ORR, as we transform our organisation and ways of working in readiness for the creation of Great British Railways (GBR). We are looking for an exceptional candidate, with senior level experience in the key operating functions that drive successful delivery for passengers and freight.

Initially the postholder will support the Head of Railway Performance Oversight and Assurance in developing our capability and adapting our ways of working as we prepare for the major changes arising from rail reform, which will broaden ORRs role to monitor all aspects of Great British Railways’ (GBR’s) business performance, including train operations. This will include how we monitor GBR’s train operations activities and the processes that allow them to succeed, as well as GBR’s delivery in respect of network access and management to non-GBR operators (including devolved passenger train operators, open access and freight companies).

Following our transformation, you will provide effective leadership for part of ORR’s Railway Operations team as we fulfil our revised role, monitoring and engaging with GBR and acting as expert independent advisors to a range of stakeholders. You will lead collaborative engagement with internal colleagues, GBR, and other railway stakeholders on railway operations and performance matters. You will be able to understand rail industry data and turn it into information, critically reviewing the detail and identifying key trends. This work will allow ORR to effectively carry out its role in monitoring GBR and advising the Secretary of State and other funders in respect of GBR delivery against the targets set, and to support ORR’s industry appeals function.
