Senior Financial Analyst

This role can be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%.

The Regulatory Finance team is a small, professional and friendly team which provides rigorous analysis to underpin the development of policy and support decision-making. Much of our team’s work is currently directed at Network Rail’s overall funding, financial performance, and delivery of efficiencies. The role sits within the wider economics and finance team within the Economics, Finance and Markets Directorate.

The railways are set to change, with Great British Railways (GBR) taking on unified responsibility for rail infrastructure currently owned by Network Rail, and passenger services currently commissioned by The Department for Transport. As set out in A railway fit for Britain’s future, GBR will take on responsibility for the day-to-day operational delivery of the railways: from delivering services to setting timetables; managing access to the network; and operating, maintaining, and renewing infrastructure.

The Government intends to bring forward legislation shortly to give effect to these policies. Until the legislation has passed through parliament the exact form that reform will take will be uncertain, but we know that the role of the ORR will change.

This role, reporting into the Head of Financial and Economic Modelling, will assist with the development and implementation of ORR’s financial monitoring role under rail reform. It will build on our current financial monitoring role which considers Network Rail’s financial performance and efficiency. This will consider how this might be applied to a wider industry role and any changes that may need to be made. The role will also provide additional support across the wider work of the team on rail economics and finance.

This role is a new permanent position to reflect ORR’s expanded monitoring role but is expected to work with existing staff who undertake existing monitoring and reporting of Network Rail.
